I think we will find in time that units have different purposes now. The first is during the Plague Wars, where the Tau seek to colonise the planet Kellik, unaware that the Death Guard have already landed, intending to turn the world into a fetid swamp. Luka brings Necrons and Quirk brings his Grey Knights. It certainly still has its faults.
All the other companies are still being led by the same Captains as before. A lot of random and throws still. In either case, they're a lot like the Custodians' Eyes of the Emperor. Or sat there arguing about that one guy that may or may not be under the template because you were looking at it at a 89 degree angle i ususally just let it go but i bet there are some really rock headed people it speeds things up. Attaching Star Wars or Marvel superheroes or whatever to a mechanical system gives it an added appeal to those who love the theme.
And the index books are only temporary. This goes down to individual models - your crisis suit can shoot missile pods at that pesky vehicle while flaming some nearby infantry. Khorne Daemons gain an extra attack and Strength point whenever they charge or get charged at. Painboy grants nearby infantry and bikes a 6+ against wounds suffered, and Big Mek with Kustom Force Field grants a 5+ invulnerable save.
